Xenon Help?

Very good forums.
I bought xenon recently. I have 306 vehicles of type h4 bulb

I made all connections but I couldn't start it.
I connected the ballasts bulbs. I gave their chassis and made the connection with the battery. A cable coming from the ballast combines with the bulb socket. But the socket of the other bulb is idle? & Nbsp;
What do you think is missing ?? & nbsp;
