What Is The Shock Absorber Mounting For?

Hello friends.
What is the purpose of the wedges in the dampers of peugeot. What are they for?
It also transmits the blow to the front console instead of absorbing bumps in pits and pits on stabilized roads. What are your suggestions for solution to soften. Should I have a shock absorber or chock?
Note: tires are new.

the sound coming from behind is simple, there is plastic they put on the damper so that dust does not get inside, some says wedge, some says leggings, put it on top, there is nothing left with silicone.

how can I reach that piece and how is it silent and soft in terms of tire? What is comfort now? I have a continent now making extreme vibration and sound on a medium hard small rough road.
