Vehicle's Gas Pump Does Not Work

today we unscrewed the petrol pump completely with my brother-in-law. but it worked when we tried the engine outside, but we still installed the new engine we bought, but the result is still the same. no click when we turn on the ignition. When we measure the socket that goes into the pump, we need to see 12v, while there is no voltage but the float is working. we hear the engine running when we pull it out of the battery directly and naturally the vehicle starts when the starter is pressurized. but when he pulls the cable, he kicks and stabs. I want to help if there is such an event happening to our friends. Thank you in advance.

All of the fuses are intact, I took it out one by one.

The Role ECU should be there. There must be a big black or brown piece towards the back. Officially:

It does not appear in these pictures. In the second picture, it should be where you hold it with your hand. It must be pinned up there. Isn't there a screwed piece there?

I don't have a teacher ECU already just I got it in the box, I removed it from the rest, the empty box
