vehicle inspection - 207

have a good day. I have 2 questions.

I need to have the vehicle inspected, but there is an HGS violation. I was able to pay some of it online, but it does not allow to pay for the year 2020. forward it to the tax office. Is there any problem in the inspection if I don't pay now?

When I start the vehicle, the engine warning light comes on, but there is no problem in walking. It only revs up a little when it first starts, but then it corrects itself. Is it considered defective?

The engine warning lamp will not be a problem, but you need to pay hgs
