Vehicle engine temperature fluctuation problem.

Hello everyone, I bought a 2013 model 508 1.6 e-hdi 9 months ago. Since I bought the car, the engine temperature hasn't stayed at 90 degrees Celsius; it generally fluctuates between 80 and 85 degrees (this applies to both city driving and long-distance driving). Initially, I thought it might be a thermostat problem, but since the engine temperature was at a sufficient level and it was summer, I didn't dwell on it. However, the weather got colder, and my car was still staying between 80-85 degrees until I started using the heater. When I turn on the heater, driving smoothly at speeds above 80 km/h, there aren't many problems; it stays around 80 degrees. However, when I'm in stop-and-go traffic, the engine temperature drops to around 70 degrees. Seeing this, I thought it was the thermostat, so I bought a compatible thermostat from the authorized service center and had it replaced by an independent mechanic. Despite this, there has been no change in my car; the same problems persist. The thermostat housing was replaced, but the car's heater isn't heating up sufficiently. The mechanic said it might be the water pump or gasket if not the thermostat, but that didn't seem logical to me. The engine temperature never stays constant; it fluctuates between 80 and 85 degrees. I only saw it reach 90 degrees briefly on a hill in the Taurus Mountains in the summer while driving towards Antalya with the car fully loaded and the air conditioning on, and I pushed it a bit hard. I check the car's fan, but it doesn't seem to turn on at all. After the thermostat replacement, the mechanic said the thermostat opened up and is working. Has anyone experienced a similar problem before? At what temperature does the engine temperature stabilize in your vehicles? I would appreciate it if you could share your knowledge with me.
