Unsolved Temperature Problem and Water Reduction

First of all, for over two years now, my Peugeot 207 1.4 has been experiencing both water loss and the temperature gauge reaching the red, and I can't seem to fix it. Even when the temperature gauge hits the red, the heater gives me cold air. It runs on gasoline and LPG. The car is normally kept in a closed garage. However, it's slow to start working on the cylinder. Sometimes it doesn't start working at all. When it doesn't, I notice the car has accumulated air. Once the air is released, it goes away immediately. I haven't seen or had a mechanic check it. We can't figure out what's causing the water loss and the temperature gauge. It seems like if we could fix that, we'd also solve the temperature problem. The last mechanic suggested there might be a leak in the cylinder regulator. Is this the regulator? Or could it be something else? If anyone knows or has experience with it, I'd be very grateful for any help. The parts I've replaced are as follows: * Thermostat * Radiator * Heater core * Top cover * Water pump
