Traction problem and Eco

2015 Access 1.6 E Hdi we bought a vehicle at about 140 thousand km.

I wanted to ask you some issues that I am not sure because there are vehicles and engines that I haven't used before.

-The car is not serial, it shifts down when I switch to overtaking but it does not go as far as it shouts.

For example, whatever I do, even on a light ramp, it almost has a scratch, even 3500 rpm and 110 km speed in fourth gear, even on straight road. I don't know if this is the normal vehicle? However, it is a very agile vehicle on departure (depending on its body)

Although the start stop feature is active, the Eco light blinks several times but does not activate.

-I wonder the opinion of friends who are satisfied with the chip tuning and who can say that the damage is excessive.
