Tire rubbing

Hello, when 3 people sit on the back seat of my 106 car, my finger does not come between the tire and the fender, it still comes when I press the light brake while driving, there is no rubbing sound from the back, but it is not such a small sound, sometimes it comes when 2 people sit, there is a 14-inch Gti rim so I thought it might be ruby . rubber sizes may not be original. In the fender hood, the plastic part has been removed as a result of impact and rubbing and it may be making noise.
