the problem of not working in the partner first starter

I have a 2009 partner 1.6 hdi vehicle, the engine has been running for the first time in the last year. sometimes 2, sometimes 3 starters. it does this both when it's cold and when it's hot. I thought that the glow plugs changed, the spark plugs changed and the problem continued. handle grip and flywheel reader changed diesel filter changed problem not solved. the pump is also checked, not injector and pump failure. computer does not malfunction. No matter how many repairers I took, they can't say anything.
