Did you solve the problem? I have a similar problem with the 2009 model 1.4 hdi 207. I think it might be because the radiator is clogged. Changed thermostat and circulation.

Anyway, not enough water in that hose indicates that the circulation changed with the timing set cannot do its job adequately, or that there may be a blockage in the hoses due to oil or sediments, or that the cores may be clogged. If the temperature switch does not measure the temperature correctly or if the fan switch is broken, even if the fan cannot open the 2nd stage at the right time, these are the situations that may cause the temperature to rise. To understand it, after raising the temperature, pull it aside and listen. If the fan's noise is excessive, it is the 2nd stage. Likewise, turn on the air conditioner at idle and listen to the fan. If the fan does not operate at the 2nd stage within 1 minute, the fan switch may be problematic.
