Steering fluid

I said let me check the steering fluid, as some knock sounds start rolling the steering wheel. The oil level was at the min level of the indicator cube mounted on the cover. Should this oil level be checked in this way, or should the vehicle be run and the steering should be made a full left or right and look after it?
