Sound from the steering wheel when it's cold

When the engine is turned, it makes sound when turning the steering wheel. There is no sound when it gets hot. The master said, use it like this, but I couldn't trust anyone living the same problem? How did you find the solution?

If so look at the bottom of the steering column, that is, the clutch pedal. There is a rubber protector where my steering column enters. It may also have a rubbing sound. If the sound comes from there, remove it and apply silicone grease. I set out because the sound says it stops when the car gets hot. It does this in cold weather.
But if the sound comes from the inside, there may be a problem with steering hydraulic equipment. This problem usually does in hot oil. I know she won't do it in the cold
