Rubbing sound is coming, the vehicle does not accelerate (SOLVED)

In the Hyundai Accent Era (scuba) vehicle of my brother-in-law, a rubbing noise is heard while the vehicle is moving. The vehicle does not accelerate properly. It used to speed up very well before, now it is speeding very hard. There is something slowing the vehicle down, but I did not know what it was.

The tires were old, so we changed it, but we still have the same problem.

Steering wheels are a little harder than before.
