Revolution Breaker

Regardless of whether the engine is cold or hot, my 1.4 Hdi vehicle enters the circuit breaker between 3000 rpm and sometimes 3500 rpm. The vehicle does this continuously while idling or moving. I would be glad if you can share the necessary information about the problem. No solution has been found.
