Regarding Traffic Registration?

I was told that notary money only paid for second hand vehicle sales. I just bought my car and will go to get a license tomorrow. Normally, if you do not receive it within 15 days, the traffic is sent from the registration address to your home address and you pay only 5 TL cargo money. Logically, traffic registration is not paid, but I still wonder if there is anybody who has experienced this lately?

As the friends say, you do not even queue a very simple process at the traffic branch. but you shouldn't forget that before you get your license, you must have taken out the insurance.
