Problem chain starting with circuit elec defaults

My vehicle 2006 307 sw 1.6 semi-automatic.

For about 3-4 days, the vehicle was giving the error `circuit elec defaillant` from time to time. I couldn't find time to take the vehicle to the service. When I came to an area close to home about half an hour ago, after seeing the same error, ABS and Airbag also gave a disabled warning. Then, the vehicle seemed to stop, the steering wheel was locked and I even had difficulty stopping. 4-5 times, I closed the ignition and switched it on again, I was able to park the difficult trouble in a safe place.

I searched on the internet and in the forum. I think it is similar to the charge dyno problem that happened to our Seduray member or the same thing happened to me.

I will not be able to take the vehicle to the service because everything is disabled before two meters go.

I am convinced that my problem is from the charger, but is there anything I don't know I wanted to consult you.

Is there a problem with the starter?

There was no problem with the starter, the connector was broken. We brought the master, who could not remove the battery from where it was a thought tool. Currently, yes, it ranges from 13.5 to 14.0 while the vehicle is running. It is a very crippled malfunction, the steering is locked, it would be a miracle not to have an accident if it happened at high speeds.

The steering wheel is not locked with the key attached. Since the steering pump is powered by an electric motor, the steering becomes harder but not locked in electrical failures.
