Peugeot 308 1.6 Vti Automatic Exhaust Emission Error - 308 (2008-2013)

Hello, 1 month ago I bought the vehicle at Peugeot 308 1.6 Vti Automatic 132.000. I need your help for 2 problems I am experiencing.

1- Yesterday the exhaust emission system started to malfunction.

2- My vehicle stopped 3 times in total. In the first one, while I was coming from the bazaar and parking the vehicle (where I will park it is a bit of a hill), the vehicle stopped. The rev dropped to 0. When I put the gas in neutral, I couldn't get any reaction, then when I put it on P and started it again, there was no problem. Later, when I was going to return from the intersection in traffic, my foot was not on the brake or gas, I went a bit like this, when the road was clear, I made the turn. The last time I was looking for a parking space, the vehicle was very slow, and the speed dropped again and I took Pye and started it. Yesterday I got a fuel exhaust emission system failure to go home again. Today, I was using the manual at high speed, because dirt or something got into the fuel. There is no lpg in the vehicle. I get my fuel from shell. Let me resurrect the subject like this. P0420 catalyst system efficiency is below threshold. Occasionally, misfire may occur, such as not eating gas, and the misfire eventually stops. When I said to the exhauster that I doubt that my catalyst is full, he told me to give gas and he said it feels good, but there is a strange smell, it is not fully lit. (He didn't care because it was evening time)

Is it true what the master said? Could it be that the traction power has decreased significantly because the engine has not protected itself?
