Peugeot 301 doesn't use gas downhill - 301

When I park my Peugeot 301 2013 model 1.6 HDI vehicle downhill or when I stop, it doesn't consume gas. It doesn't exceed 1500 rpm but there is no problem when driving straight. I also filled the tank and tried it again and the same problem

When I park my Peugeot 301 2013 model 1.6 HDI vehicle downhill or when I stop, it doesn't consume gas. It doesn't exceed 1500 rpm but there is no problem when driving straight.
