Partner egr problem

friends We have 2000 model Peugeot partner 1.9 vehicle . The other day, when I dismantled the pipe connected to the intake manifold, I noticed that egr did not work. I even loaded YouTuba in the video. For those who want to look : https://youtu.be/8uxbPkFvZik
As you can see in the video, the egr valve does not open. I would appreciate if friends with knowledge help.

possibly clogged with soot. disassemble and clean it and check it.
