Opening Fan early ..

I go with my car for 15 minutes while friends go to work every day. Within 15 minutes, the temperature of my vehicle is around 70-80 degrees. The fan is still running when I stop the car. I know it turns on the fan in 90. I think the fan turns on early. And while driving, I think the stop light is blinking because of this reason .. Is the problem caused by overheating?
