the part in the picture is the rocker cover. he's probably missing his seal. The seal is 100 TL with 100 TL.

Gasket you can buy and install something cheap yourself. It holds the two screws. There is nothing to be afraid of. But it starts to miss again after a year.

I have that same problem. How do we do the tightening when installing the cover. Does it have a torque? Or did you squeeze like a quarter turn full turn.

Is there anything to consider when removing and installing it?

No torque, no screw is going to end when it comes to an end. The screw was like a blind nut already.
