Is this sound normal in my vehicle?

Hello friends, when I open the hood of my Peugeot Bipper Tepee 1.4 HDI Comfort Plus, I hear a noise I can't quite understand, like a belt noise or the sound of a small engine draining water. It's clearly visible in the video. Can anyone with a similar car or someone familiar with it enlighten me? Are the sounds in the video normal? It sounds like something scraping.
