Is the clutch wire broken?

Hello, I parked my vehicle 2 3 days later I got on the clutch at the bottom pulled up with my hand, it comes up, but it stays on the bottom again, what could be the reason for this, guys?
How can I check if the wire is broken, how can I check it?
Or for what other reasons?

Can I change it if it is broken?
