Is it normal for water to flow around here?

When I washed my car, I was careful in rainy weather and water was flowing down from the places I showed in the photos. Is there a problem? It made me uncomfortable that the water flowing from there flowed into the headlight cables behind the headlights. Is this a normal thing? Should I cover it completely with silicone?
