Idle cable under the driver's seat?

My friends 106 Quicksilver is connected with 2 cable sockets under the herd seat (orange color. One cable is idle with the socket on the end. Does anyone know what this is?

I found out what the cable in me does. I guess the orange cable works the same for you. it was the cable of the active tensioner in the seat belt. There is such a system in 1995 model vehicle or pess line ... :)))
