Help the track falling under the steering wheel.

As my vehicle 206 1.4 traveled on the road, a little bit of pedals fell from under the steering wheel. There was no malfunction. Does anyone know what this piece is?

It's like something that prevents a piece from opening, it's in the heart of these discs or something like that

Also this piece was greasy. So it's a working piece. I couldn't figure out what happened.

Does anyone know what this piece is? Is it important? I'm afraid it will cause another malfunction.
