Pump pressure may be low and delivering fuel slowly. Turn on the ignition and wait for a while to start and try. Or the fuel is running back and there may be a 15 sec event that you mentioned to fill the line. If there is no leakage from one place, the pump should be disassembled and inspected in both cases.
