Engine Coolant Too Temp High Error

Hello friends, My vehicle 2003 Model 406 2.0 Hdi I started to get this error after adding antifreeze to my vehicle in winter months. I press the starter, the radiator fan is directly on and I get this error. If I pull the ect circuit cable on the engine water canister, I turn it on after the fan stops. I plug in the error goes. As far as I have learned, this plug is connected to both that junk measuring the water level and the thermostat. Now my questions are as follows to the friends who can help with their knowledge: 1- If the problem is in the thermostat, I think it is because of the winter month, I do not see 90 degrees, but it sees 80, so it rises. It went a little strange to have an electrical problem? I saw those who solved the problem with thermostat and fan resistance in the forum, but I could not find a decision yet, someone said a thermostat, a thermostat price of 1.000,00 TL, I was surprised.
