Empty keys located in the center console.

First of all, hello everyone. While watching the video, I did not understand what the leftmost one is where there are 4 key slots in the chest section and why is the belt warning light there. My car only has esp off and door lock button. I wonder if I want to add those keys to my car, can I do it or have it done
