Electric problem with headlamps in position 0

I just bought my car from the friend. The horn does not work when the vehicle is running. Horn, however, does not sound when the lamps are in the 0 position. The left signal works normally, but when I turn on the right signal, it lights up 2 times, then goes off and lights up the headlights. Could there be a brain problem? I am looking for a place in Ankara that can solve this problem. How much it costs.

Dude there is com2000 unit under the steering wheel, wiper, headlight signal, horn, radio control airbag or something, all of which are understood to be connected to this unit.
