diesel cooler

I have a 2006 model 206 hdi x design vehicle. There is a radiator-like part under the vehicle and this part is a little crushed due to rough roads. is it necessary to change? What does this piece do?
Does being crushed increase fuel consumption? how much does it cost to change?
