Connecting to a Computer and Activating Function

Friends bought a cruise control. The connection remained, but I read in the forum that it is necessary to activate all functions from the computer. Vehicle 2011 206+ comfort. Even RDS on the radio is not active and does not show at temperature. Is this activation work done by authorized or special services? Is there a place I can get in Istanbul on the European side at the cheapest cost.
