brake swelling

Hello friends ... 2005 I am using 407 2.0 HDI. But there is a problem I have experienced three times in the last 1 week. 100 meters after the first start of the car, the brake swells up, it stays above and I can't stop. I have to stop with the hand brake. In Ankara, Şaşmaz, I went to a couple of repairers. They said no discs, they said there was no air, they said no brake center, but none of them worked. The last master I went to said westinghouse problem and valve need to change. Sibop was not in Ankara. But it would come from Adana. I am waiting for your help if you have knowledge or experience.
