blowing problem

friends, when we opened the oil cap in our partner, we showed to a master blowing it, it is a little more than normal.

What is meant by blowing? blowing from the oil mist fitting ??

Is the oil cooled engine uncooled? the cooled engine may be caused by the heat exchanger. But I have never heard of such a thing.

What I call the heat exchanger is a brightly colored small piece with a grill on the oil filter. resembles an electrical relay. The piece in the picture below:
