Because of the rim, I could not be examined

My friends took my peugeot 206 car for inspection today, and the man looking at my car did not examine my car as a heavy defect by saying rim-tire mismatch. The vehicle has 195-50-R16 tires and 16-inch wheels on its original dimensions, looking at the inside of the door. It was the first time that I encountered such things and I was officially shocked. I wonder if any such incident happened before? I'm going to change my wheels now?

I know if the angel headlight has a height adjustment, it is passing, of course, if there is a zenon, you need to remove the xenon. Cars without automatic headlight adjustment cannot pass with the xenon.
