Automatic headlight problem

My vehicle is 2005 model 206 xt. There is an automatic headlight sensor, but whether the automatic headlight sensor is activated or not, it does not switch to daytime high beam. If it's dark, it's okay. In fact, why does the high beam not light up in Manual mode even in the eye like normal. The examination was also a problem, so I was curious. In short, the arm works. I switch manually, but the high beam of the vehicle does not turn on during the day.

I have never heard that the high beam is burning with the sensor, the sensor turns the low beam on and off, the high beam works by pulling the handle or flashing. In the dipped beam it burns only to a certain darkness

Why does the high beam not turn on when switched to manual mode? In Auto mode, it normally lights up at night or in a tunnel. So there is no problem in the arm, in the headlight. But high beam did not work at the inspection station. It works at night. We put it in Manual mode to look at it during the daytime or on examination. I couldn't explain to them either
