Air Filter Selection 406

Hello friends, I am thinking of installing a 406 3.0 open air filter; only
next to the hole where the throttle to which we will attach the normal filter is located (palalel)

There is a round-sized pipe that is formed when we connect our thumb and forefinger that pull the air like crazy like a vacuum cleaner. -What is the mission, what is it black

If there is a knowledgeable and experienced arc, where can I find a fully compatible kit?
