About the hood scratch

Greetings friends. About a year ago, I bought a peugeot 301 2015 model vehicle. When I bought the car body, there was no paint, no changes and no scratches. But 1 month ago, I saw marks on the hood of the car that looked like cat and dog paws. Scratches that are not deep that will be covered with wax polish. After a few days, I noticed that the scratches had increased. Something occurred to me. Could the previous car owner have had the scratches covered with wax polish, could the same scratches appear again if the wax was not properly waxed? It's been 1 year now, I can't put any responsibility on the man I hired, I will have wax polish if necessary. But I was wondering if there could be a situation such as the appearance of scratches in the past, I'm waiting for comments if anyone understands the hood.
