406 2.0 sv 1998 stopped on the road and does not start

I bought the car yesterday and it stalled on the way there. The water tank cap was half-opened and the water had gone out. I topped up the water. I couldn't start the car. What could be the reason? The mechanic said the engine had worn out. Can I get some information about the problem?
