Change the direction of the inserted bulbs, sometimes the feet on the bulb are not fully seated and slide to their attention.

the same problem existed in my vehicle. A single bulb illuminated the buttons of the digital air conditioner. The ampoule exploded, I removed it and replaced it. But you said it was flashing before changing it. Maybe there is contactlessness. Tilt the metal parts on the edge of the bulbs you have removed by pressing them in the opposite direction of the side of the bulb. It may work as the contact surface will increase. I share your picture.
