207 dipped beam illumination problem

I have been using the 2007 model 207 1.6 hdi premium for 1 year, I have been driving blindly at night since I bought it, I have to burn fog and longs even though I never wanted to. (I turn off when there is a vehicle in front of me or in front of me)

I tried headlight cleaning, lens cleaning was done in the service, and I was with them. I changed the bulb and first removed the quality led bulb, then the led bulb, and put on the Philips xtreme vision halogen bulb, but I'm still going blind in the evening.

A brother came across the service, because of this problem, he sold 207 of them. I occasionally come across social media groups, complaints that dipped beams are not illuminated. As a chronic problem, lenses lost their function.

The last resort offered to replace the headlights as a group in the familiar service automobile renewal. Since the lenses are suitable for halogen, I don't want to wear them other than halogen bulbs. This is the end of this month, when I have the worst zero headlight group. I wanted to consult you before that.
