206 x-line otm gear help please

my car has a problem like this.

If the lights are on, the gears can change. that is, I can change the gear from p to d without pressing the brake. otherwise it does not change.

does not light in the lights you call. just p appears before starting.

is also very rare, but sometimes - I get the sign right, take it to N and get it back to D. fast start-up and sudden brakes.

we also changed the ignition coil. There is a very slight sizzle when the vehicle is on gasoline. There is no sound in the tube.
